Doesn't Make Sense

Not sure if I received this harness as a defect, but it's not useable at all. The body adjusts so the puppy can grow into which is great. It's soft and I like the handle because he can't jump up all steps. The massive issue is the part of the harness that goes over his head, it's smaller than my hand. It has stretchy bands on each side where you slip his head through, but it's so tight, it's really not elastic that is stretchy. It's an XS, but the puppies head would have to be like the original Beetle Juice movie, tiny head guy with normal size body to fit! He's a 9 week old french bulldog, tiny head normal size body and I can't use this harness!
